To clarify: a flood control basin is not a year-round body of water; it holds the water until it can be redirected for the city's use. But we used it all up pretty fast!
Wow, what a difference 3 weeks makes! I've never been to this area of Pasadena - I'll have to someday!

Thanks, everyone, for your comments. I'm no authority, but it looks to me like water is fast becoming a rare commodity--not just in California (and Australia) but all over the world. So I agree with you, Ken!

Jim, I could make up an answer but the truth is I don't know. Maybe they fly north for the summer so they can fly south for the winter.

These photos remind Louis of the playa lakes that came and went in Louis's native Texas panhandle/south plains. Wet today, dry tomorrow.
Louis forgot to sign up for the theme day - but since his ongoing theme is the San Francisco Bay, peut-être he still followed the theme!
Looks like your water saving measures are the same as ours.
In Ararat we are on stage 4 water restrictions - no watering the lawn, no hosing the garden - although you can bucket water on to it, which has led to a new phenomenon called "bucket back" (especially in old people) - do you have it there?
Our restrictions aren't as severe as yours yet, Ararat. We can water lawns at certain hours of the day (just not between 10am and 5pm). What's "bucket back"? I'm sure we'll get to it sooner or later.
